Washington DC requires that all repossessors obtain a license from the Department of Licensing and Consumer Protection (DLCP). Washington DC has a right to cure law on the books where the lender must send a letter to the debtor at least 10 days before repossessing the vehicle. The letter must explain that the loan is in default and that the lender intends to repossess the collateral. The letter should be sent by certified mail and regular mail. The repo agent should be provided a copy of the letter and the certified mail return receipt. The Uniform Commercial code is the federal law that requires the lender provide a 15 day right to redeem the collateral by the debtor. The lender must send a letter to the debtor advising them of their right to redeem. The lender has the right to demand anything from up to date payments and proof of insurance or the balance in full from the debtor. The debtor has 15 days to comply to the demands of the lien holder.
There are very few car dealerships in Washington DC. Most residents travel to Alexandria Virginia or Baltimore, Maryland to purchase any vehicle. This has created a nightmare for lenders and law enforcement. It has been estimated that there are over 100K drivers licenses issued by the DC DMV to names that do not exist. The problem has carried over to other states as well since they will accept a DC drivers license as proof of identity. This will not work for anyone attempting to obtain a Real ID required to board any airline.
