The commonwealth of Pennsylvania requires any company performing repossessions obtain a license from the Pennsylvania Department of Banking and Securities. Pennsylvania does not require lien holders to provide any notification to a debtor before repossessing their collateral. repo agents are required by law to notify local law enforcement anytime a repossession is done. If the repossession occurs within city limits, the local police must be called. If the repossession occurs outside city limits the county sheriff would be the entity that would receive the notification of repossession. Pursuant to the Uniform Commercial Code (UCC), all asset recoveries in Pennsylvania must be executed without a breach of the peace. Following a successful repossession, the lien holder is legally obligated to notify the debtor via certified mail regarding their Right of Redemption. This notice must confirm the recovery of the collateral and state the lender's intent to proceed with a public auction. Furthermore, the notification must advise the consumer that they may reclaim the property by satisfying the loan balance in full. Pennsylvania Repossession Recording: A copy of the Security Agreement recorded in the county where mortgagor resides except as to motor vehicles. Uniform Commercial Code adopted July, 1954.

Pennsylvania Repossession Recovery: Peaceful repossession permitted.

Pennsylvania Repossession Redemption: Fifteen days repo redemption.

Pennsylvania Repossession Deficiency: Judgment note permitted and deficiency is permitted if security agreement so provides.

Pennsylvania Repossession Special Motor Vehicle Provisions: Liens must be recorded on face of title and lien statement delivered to Secretary of State. Pennsylvania Repossession Liens good for five years.

Documents Required to Transfer Ownership of Motor Vehicle: Debtor's certificate of title; certified copy of agreement; certified copy of the notice of sale sent to the debtor; statement from encumbrance holder or repossessor.

Pennsylvania Repossession Plates: Remain with the owner or repossessor.
